
About IDEAS

The advent of the International Development Evaluation Association (IDEAS),
a voluntary, charitable membership based organization, is timely. A new
development consensus has emerged, focused on sustained poverty reduction
driven by economic growth; the removal of social and structural constraints
to economic and human development; reforms that are owned by those who must
carry them out; and an intent, especially in the public sector, to manage
for results and measure for performance. In parallel, citizens in developing
and developed countries alike, expect more efficient, more accountable and
more transparent government and public sector programs and projects that
have measurably greater development effectiveness than hitherto. Thus there
is need to renew old and established evaluation mechanisms to help deliver
results to ensure accountability and learn from mistakes.

To advance and extend the practice of development evaluation by refining
methods, strengthening capacity and expanding ownership.
In meeting the challenges of development evaluation IDEAS aim to be:
- Global - serving development evaluators everywhere;
- Voluntary - membership, participation and professional contributions are
voluntary;
- Inclusive - membership open to all who are interested in development
evaluation.
- Democratic - elected leadership.
- Educational - advancing evaluation for the benefit of all through
education and training.
- Pluralistic - encouraging multiple theories, methods, and perspectives;
- Responsive - assessing and meeting the needs of development evaluators;
- Participatory - all members encouraged to participate actively.

To attract committed members world-wide (but particularly from developing
countries and transition economies), who will:
- promote development evaluation for results, transparency and
accountability in public policy and expenditure;
- give priority to evaluation capacity development (ECD);
- foster the highest intellectual and professional standards in development
evaluation;
- refrain from activities that other organisations are better placed to
undertake;
- nurture partnerships with like-minded organisations;
- encourage national and regional development evaluation groups.
IDEAS is incorporated, (Company Number 4655266), and is registered in
England as charity (Charity Number 1098370).
Its Secretariat is based in South Africa

Our Board Members |

The original board of IDEAS was elected in Beijing in September 2002. An
annual rotation process results in several new Board members being elected
each year.

Sulley Gariba: President (Ghana)

Sulley is Executive Director of the Institute for Policy Alternatives in
Ghana, as well as being elected as the first President of IDEAS. He is a
member of Faculty for the International Program for Development Evaluation
Training (IPDET), World Bank -Carleton University, Ottawa, Canada.

Ryokichi Hirono: Vice President (Japan)

Ryokichi Hirono, Professor Emeritus of Seikei University, is currently
serving with a number of advisory councils for the Japanese government, as
well as several international organisations and foundations. He is
vice-president of the Japanese Evaluation Society, and of IDEAS.

Roger Slade: Treasurer (United Kingdom)

Roger has been a development economist and evaluator for the past thirty
years, and has lived and worked in Botswana, Malaysia and Nigeria. Up until
1999 he was senior manager in the Operations Evaluation Department of the
World Bank, and he now operates from the UK as a private consultant.

Mary Cole: Secretary (South Africa)

Mary, the IDEAS secretary, was a founder member of the Operations Evaluation
Unit of the Development Bank of Southern Africa, and evaluated development
infrastructure investment programmes and disaster management programmes in
both South and Southern Africa. She has now retired from DBSA and works as
an independent consultant.

Todor Dimitrov (Bulgaria, resident in Greece)

Todor is Head of Evaluation at the Black Sea Trade and Development Bank. He
is a Development Economist, and also holds a number of international
qualifications in development evaluation. He has worked as an Economist,
Trainer and Evaluator in Bulgaria, Belgium, and Austria and is currently
working in Greece.

Alexa Khan (Trinidad & Tobago)

Alexa is a sociologist, and is currently employed as Policy Coordinator,
Results Based Management; she is primarily responsible for facilitating the
establishment of a culture of 'managing for results' in the public sector.
She is in the process of developing a comprehensive policy on Monitoring and
Evaluation for the public sector. She is also involved in monitoring
Trinidad and Tobago’s Health Sector Reform Programme, Local Government
Reform and Education Decentralisation.

A.K. Shiva Kumar (India)

Shiva is a development economist, and is advisor to UNICEF India and
visiting professor at the Indian School of Business in Hyderabad. He has
served for many years as a member of, and advisor to, UNDP's Human
Development Report Team, and is currently leading an international team
assessing on behalf of the UNDP, the MDG reporting processes implemented in
various countries. His special intersts lie in basic education, health and
the impact of social sector policies on women and children.

Nancy MacPherson (Canada)

Nancy is the head of the IUCN Monitoring and Evaluation Unit, responsible
for coordinating IUCN evaluation policy, setting evaluation standards, and
improving skills and practices in M&E. This appointment followed 20 years
experience in managing environmental consulting projects in Africa, Asia and
Canada. During her initial three years at IUCN, she was Coordinator of the
Strategies for Sustainability Programme, which focused upon providing
support to practitioners in Asia, Africa and Latin America.

Laura Tagle (Italy)

Laura is an Economist, with international qualifications in Development and
Regional Planning. She an advisor in the Evaluation Unit of the Economic
Development Department of the Italian Ministry of Economy and Finance. Her
work includes promoting a network of evaluators, evaluation units, and
regional and central authorities. She is engaged in common work on programme
evaluation with planning and evaluation units in Hungary, the Czech Republic
and Poland within the Department’s twinning programmes.

Chen Zhaoying (China)

Professor Chen played a key role in the drafting of China’s Science and
Technology evaluation standards, and she now holds the position of Executive
Director of the National Centre for Science and Technology Evaluation (NCSTE).
Chen is currently engaged in a study of the donor-recipient partnership and
in the practical implementation of joint evaluations, and she continues to
ensure the strength of NCSTE’s relationships with western institutions.
