The International Development Evaluation Association (IDEAS) is convening
its 1st Biennial Conference on the theme “Evaluation for Development –
Beyond Aid” in New Delhi, India between April 12-14, 2005. The
Conference seeks to bring together evaluation practitioners, managers of
development and evaluation, and users of evaluation from developing and
developed countries in order to advance the practice of development
evaluation and strengthen the constituency that must drive and govern it. In
responding to the new challenges facing the development evaluation
community, IDEAS recognizes the crucial role that evaluation can play in
reducing poverty, enhancing human security and promoting sustainable
development.
The Conference shall highlight innovations in evaluation thinking and
practice that are emerging in response to the recent shifts in development
thinking and public action. Over a three-day period, the Conference will:
- examine the implications of new development concepts and emerging
contexts for evaluation and the evaluation community
- assess new responses in methods, processes and outcomes shaping the
practice of development evaluation
- share innovative experiences in evaluation methods among practitioners,
users and beneficiaries of development evaluation; and,
- examine new forms of partnerships and capacities needed to rethink,
reshape and reform development evaluation.
Complementary objectives of the Conference are to enhance skills and
capacities of young evaluators seeking entry into the field of development
evaluation as well as to engage experienced evaluators who wish to share and
update their evaluation skills. This will be done on the third day, April
14, through a set of skill-building Workshops and Roundtables led by
evaluation experts. Action-oriented partnership meetings between developing
country evaluation organizations, parliamentarians and civil society leaders
will also be convened on April 14 to chart out next steps needed for
collaborative work programs for reshaping development evaluation.
The Conference is open to the evaluation community across the world and
members of IDEAS. Developing country evaluators are especially encouraged to
seek funding opportunities to attend the Conference. A limited number of
Bursaries are available to attend the Conference, details of which can be
